Title VI and ADA Complaints Related to WSTA RTAP Events & Programs:
The Washington State Transit Association (WSTA) receives Rural Transportation Assistance Program (RTAP) funds from the Washington State Department of Transportation (WSDOT) for several of its programs and events. WSDOT issues a competitive application process for which WSTA was awarded $185,000 for the 2023 - 2025 biennium to provide training and assistance.
Because the RTAP funds WSDOT receives and distributes are federal dollars, they are subject to Title VI of the Civil Rights Act of 1964, as amended which states that no person in the United States shall, on the grounds of race, color, limited English proficiency, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination in any program, activity, or service.
Further, they are subject to the Americans with Disabilities Act (ADA) of 1990, a civil rights law that prohibits discrimination against people with disabilities. It protects people with disabilities in many areas, including employment, transportation, and public accommodations.
Toward this end, WSTA staff are responsible for carrying out the commitment to non-discrimination including the requirements of Title VI and the ADA. This includes the following:
Reasonable Modification Policy
If you would like to request a reasonable modification to WSTA's policies, practices and/or procedures to assist in ensuring that our programs are accessible to individuals with disabilities, please send a request describing what is needed to use the service to WSTA@watransit.com or call 360-786-9734. WSTA staff will use the following criteria to determine if a request is reasonable: 1) the request is not a fundamental alteration of the service; 2) the request is not a direct threat to the health or safety of others; 3) the request is not needed by the requester to use the service; and 4) the request does not result in undue financial or administrative burden.
